Proposed Conclusions & Resolutions

The general recommendation to incorporate manure as a phosphorus (P) and surface water quality best management practice needs modification.

Especially if control of total P (TP) is the objective of environmental programs.
Control of "incident-related" P losses from unincorporated manure needs attention.
Example of "incident-related" P loss include rain on frozen fields that have received manure applications

Issues to Resolve·

Environmental importance of soluble vs. total P in tilled (row crop) systems should be clearly defined and then reflected in environmental program recommendations and policy.
Are manure incorporation recommendations still appropriate?
Manure incorporation techniques and technologies need to be clearly defined with reference to P and runoff studies (and resulting environmental policy). Also the evolution of improved manure/soil incorporation techniques should be monitored.
