Proposed Conclusions & Resolutions

The general recommendation to incorporate manure as a phosphorus (P) and surface water quality best management practice needs modification.
  • Especially if control of total P (TP) is the objective of environmental programs.
  • Control of "incident-related" P losses from unincorporated manure needs attention.
  • Example of "incident-related" P loss include rain on frozen fields that have received manure applications

Issues to Resolve·

  • Environmental importance of soluble vs. total P in tilled (row crop) systems should be clearly defined and then reflected in environmental program recommendations and policy.
  • Are manure incorporation recommendations still appropriate?
  • Manure incorporation techniques and technologies need to be clearly defined with reference to P and runoff studies (and resulting environmental policy). Also the evolution of improved manure/soil incorporation techniques should be monitored.
